Policy Engagement/Leadership

·         Working with NYSDEC to convene roundtables to build infrastructure and divert food scrap from landfills.

·         Work with NYS DEC, DAM, Farm Bureau, CCE and Pro Dairy on improving mortality and butcher waste disposal, while developing guidance and policy.

·         Worked with NE states to convene agency professional to discuss and debate implementation, regulation and policy pertaining to mortality composting prion diseases and mass casualty response. CWMI has consulted with many state regulators to help them assess their rules to address these challenges. Worked on a second conference held in Beltsville, MD and greatly expanded audience to include agency policy makers

·         Acted as advisor to NYS Dept. of Environmental Conservation regarding management of mortalities through composting resulting in their promotion of composting as a management tool. Advised on conflicts between NYS 360 regulation and CAFO Rules effecting farms, and the update of changes in 360 regulation.

·         Worked with NRCS to revise the national mortality standard (CWMI reviewed and commented as revised). Helped revise NYS mortality standard (provide more detail), the NYS compost and mortality standards to better address NYS needs.

·         Provided guidance to NYS DOT is initiating composting to manage road kill and will help their regions implement mortality composting.

·         CWMI has started developing compost disposal plans for large and backyard flocks in case there is an Avian Influenza outbreak. – DEC requested and funded plan.

·         Worked with USEPA and USDA to consider alternatives for mass casualty disposal.

·         Worked with compost producers and NYS Department of Agriculture and Markets to consider and adopt revisions to rules. Continue to work with other states in the push adopt more appropriate rules through NY’s example.

Extensiona

      I have worked on composting feedstock from food to manure to animal carcasses. Currently her time is split between compost quality and farm mortality, butcher waste and roadkill composting education and research. Over the next 3-5 years much of my direction has been directed by various committees and identified needs. Projects include compost quality and use. There are other large potential compost applications in DOT and farmland erosion control, Brownfields reclamation, landscaping and others. Improved soil quality allows us to improve production and produce healthy food

Projects under use of “manure as bedding” funded by NYSERDA and Farm Viability Institute, will help find answers to bedding shortages, herd health, economics and nutrient recycling on farms.  As research and demonstration projects are completed, CWMI will be able to develop specifications for different uses that will result in increased use of farm nutrients, improve soil quality and reduce erosion.

     CWMI is working to implementing Better Management of NYS Road Kill Through Composting. Working with roadkill is not a traditional extension issue however it will culminate with better management, increased protection of water quality and better bio-security for wild and domestic animals. As I partner with extension programs to do the outreach, it puts CCE in a visible leadership position in our counties when budgets allocations are tight. I will continue to work with USDA and USEPA to implement sound methods when disposing of flesh waste and work on improving response to mass casualty.

      I am currently working with NYS DEC, DAM, Farm Bureau, CCE and Pro Dairy in NYS and NESARE, APHIS, EPA, and 10 universities nationally to improve disposal options for mortality and meat waste for routine situations and emergency response. There has been an increase need with the continued decline of the rendering industry.

PROFESSIONAL OVERVIEW AND OBJECTIVES

 

Improve soil health through increased use of organic residuals.  Provide economic and environmentally sound options for livestock farmers to manage manure and mortalities.  Change the culture in NYSDOT and local highway departments to implement composting of road kill in order to protect water quality and improve overall environmental quality. Promote sound, practical plans for mass casualty disposal throughout the US.  Work with the compost/horticulture/agriculture industry to develop specifications for compost use and promote an increase use of organic residuals.  Investigate the use of composted manure as bedding for dairy operations.
